What is a personal license holder?

A personal license holder is an individual who has been authorized by a licensing authority to supply alcohol from licensed premises. The personal license holders will usually be the designated premises supervisor (DPS). A personal license allows the holder to sell or authorize the sale of alcohol at any licensed premises within England and Wales.

Do I need an Personal License?  

You will need a personal license if you are:

• The premises supervisor of a licensed premises (DPS)

• An employee of a licensed premises who sells or authorizes the sale of alcohol

There is no limit to the number of premises that a personal license holder can work at.

Eligibility

• You must be 18 years of age or over to apply for a personal license.

• You must not have forfeited a personal license in the previous 5 years.

• You must not have been convicted of any relevant offenses.

Relevant offenses are:

• An offense involving fraud or dishonesty

• An offense under the Licensing Act 2003 (other than an offense relating to failure to surrender a premises license or club premises certificate)

• An offense under the Fraud Act 2006

• An offense involving supplying false or misleading information in relation to an application for a premises license or club premises certificate, or for registration as a food business operator

• An offense of breach of licensing conditions punishable by imprisonment

• An offense under the Criminal Justice

It is an offense to sell alcohol without a personal license, and the maximum punishment for doing so is an unlimited fine and/or six months in prison.
